My evaluation of the paper is positive, and I recommend you to accept the paper after a minor revision. My major concern is that the author could strengthen Section 9 (Numerical results) to show the power of the parallel spectral bundle method. On the other hand, I know that numerical experiments on parallel programs are not easy unless an appropriate hardware environment is available timely. So it would be nice if the author would add some numerical results, but this should not be requirement. I am sorry to be late in refereeing the paper.
