The preliminary report should include the following preliminary
information. (If more information is available, then please include it
as well.)

Provide an outline of the problem (with data). If the data is not yet
available, then provide details on how you will obtain it.

Provide an outline of the model with details on the techniques you plan
to use.

Provide an outline of the sensitivity questions you intend to address.
